Colleague, We write to invite you to attend the Annual Meeting of Physicians for a National Health Program on
Saturday, November 6, in Denver, Colorado. It will be preceded by our popular Leadership Training course, starting at 1 p.m. on Friday,
November 5.
Both events will be held at the Sheraton
Denver Downtown Hotel, 1550 Court Place, Denver. Reserve a room directly by

The theme of the meeting is "From PPACA
to Single Payer: Next Steps for Single Payer Activists in the Wake of the Obama
Health Plan" with talks by Amy Goodman, host of Democracy Now; PNHP
co-founders Drs. David Himmelstein and Steffie Woolhandler; pharmaceutical
industry critics Donald Light, Ph.D., and Dr. Joel Lexchin; Canadian surgeon Dr.
Sherif Emil; labor activist Rose Roach; journalist T.R. Reid ("Sick Around the
World"); Dr. Claudia Fegan ("Universal health care: What the U.S. can learn from
the Canadian experience"); Dr. Margaret Flowers, arrested for protesting the
exclusion of single payer by Sen. Baucus; PNHP state single-payer leaders and
more.
Help us chart a course for effective
single-payer activism in the states and nationally. Last year PNHPers testified
before House and Senate committees, spoke at town hall and other meetings on
reform from coast to coast, and made numerous media appearances, including on
Bill Moyers, Bill Maher, Fox News, CNN, Colbert, Ed Schultz, Democracy Now and
more.
Today, state single-payer movements from
California to Vermont are taking the lead, even as PNHPers continue to turn up
the heat nationally for reform, such as with the recent publication of op-eds calling for expanding and improving
Medicare on its 45th birthday, July 30.
With the
passage of PPACA, the surge of national media and congressional interest has
ebbed, even as the need for fundamental reform continues to grow. As health care
costs continue to escalate, it will become increasingly clear that our
single-payer proposal is the only effective remedy for the crisis afflicting our
health system.

PROPOSED HCAC DENVER CHAPTER BYLAWS 8/3/10
Article 1: Name, Affiliation, and Purpose
This chapter of Health Care for All Colorado shall
be known as Health Care for All Colorado Denver Chapter (HCAC Denver).
HCAC Denver is committed to advancing the mission
and objectives of Health Care for All Colorado within the Denver metro
region.
These bylaws are intended to supplement the state
bylaws of Health Care for All Colorado as they relate to individual
chapters. The state HCAC bylaws shall take precedence in the case of any
discrepancies.
Article 2: Mission
The mission of HCAC is to
promote social welfare by achieving single-payer, comprehensive health care for
all Coloradans.
Article 3: Objectives
The objectives of HCAC are
promoting social welfare by:
Informing Coloradans about advantages of the
single-payer system of financing health care;
Creating and/or working with a coalition that
will develop strategies for achieving comprehensive, affordable and high
quality health care for all Coloradans; and
Building a movement that will campaign for a
single-payer health care system in Colorado.
Article 4: Membership
Any resident of the Denver metropolitan area who
supports the mission of HCAC is eligible for membership to HCAC Denver.
All members of HCAC Denver shall be entitled to
hold office and participate in decisions and activities provided that they
have paid the required HCAC membership dues within the past 12 months.
Article 5: Chapter Meetings
Chapter meetings of HCAC Denver shall be held on
at least a semi-annual basis, preferably more frequently. Email notice of
meetings shall be sent to all HCAC Denver database enrollees at least 7
days prior to the meeting date.
The quorum for a chapter meeting shall be those HCAC
Denver members present at the properly-noticed meeting.
HCAC Denver chapter meetings may be called by a
Co-Chair or by the Steering Committee of HCAC Denver.
Article 6: Officers and Steering Committee
The Officers of HCAC Denver shall be two
Co-Chairpersons, a Secretary and Treasurer.
The Officers shall exercise the powers and
assume the duties customary of their offices in order to ensure successful
day-to-day operation of the chapter.
There shall be a Steering Committee consisting
of all officers and up to 10 other persons elected by HCAC Denver members.
The Steering Committee of HCAC Denver shall assume
the responsibility of providing long-range planning to fulfill the goals
and mission of the chapter and oversee the work of the various committees.
Steering Committee meetings may be called by a
Co-Chair or by at least 50% of the members of the Steering Committee.
Reasonable notice of the meeting must be given to all Steering Committee
members.
The quorum for a Steering Committee meeting
shall be 50% of the total number of Steering Committee members.
The Steering Committee may take action without a
meeting provided a majority of the Steering Committee members approve the
action and all Steering Committee members are notified.
The Steering Committee shall appoint such
Committees as may be necessary for the work of HCAC Denver. The purposes,
functions, and terms of office of the Committee members shall be clearly
indicated at the time of their appointment. These Committees shall be held
accountable for following the rules of HCAC Denver and their work will be
open and available to members of HCAC Denver.
Article 7: Elections
Steering Committee Members and Officers shall be
elected at a chapter meeting to be held in December of each year.
Officers and Steering Committee Members shall be
elected by a majority of those HCAC members present and voting.
Officers and members of the Steering Committee
shall be elected for a term of one year or until their successors have
been elected and installed in office.
In the event a vacancy shall occur in any
office, such vacancy shall be filled by a temporary appointment by the
Steering Committee to fill the office for the balance of the term.
Article 8: Removal from Office
Officers
and members of the Steering Committee may be removed from office by a two-thirds
vote of those members present at a Denver HCAC meeting called with 7 days
notice of the purpose of that meeting.
Article 9: Amendments
These
by-laws may be amended by a two-thirds majority of those HCAC members present
and voting at any HCAC chapter meeting, provided that notice of the by-law
change is given to the membership 7 days prior to the meeting.
Article 10: General Procedures
Any
procedure which is not prescribed in or governed by these Rules shall be
governed by the current edition of Roberts Rules of Order.
